First, establish rules and regulations, have a clear division of labor, and clarify the content of supervision.
The four links of medical waste collection, storage, transfer, and disposal must be established in accordance with laws and regulations such as the "Solid Waste Environmental Pollution Prevention Law" and "Medical Waste Management Regulations", combining the characteristics of each link. Especially during the epidemic period, it is necessary to optimize and perfect the original rules and regulations, detailing each link and each responsible person, so that the rules and regulations are realistic and take root. Every department and every person must act in accordance with the rules, investigate those who violate the system, and truly use the system to manage people and affairs.
The ecological environment department and the medical and health department should cooperate closely, perform their respective duties, and carry out their work in accordance with the division of responsibilities in the "Regulations on Medical Waste Management." The ecological environment department is responsible for the prevention and control of environmental pollution in the collection, storage, transfer and disposal of medical waste, and the medical and health department is responsible for the prevention and control of disease in the collection, storage, transfer and disposal of medical waste.
Among them, the focus of the supervision of medical waste disposal units includes: when collecting medical waste generated by medical institutions, whether the handover procedures are complete, whether the collection of receivables has been achieved, and whether it should be done at all; whether the electronic form is implemented during the transfer process System, and drive according to the prescribed route, whether there is any leakage of medical waste; whether the medical waste disposal process strictly implements the high-temperature steam disposal or incineration disposal related production process; whether there is a complete disposal account record; Whether the waste is stored in a standard manner, whether the medical waste generated during the epidemic is cleaned on a daily basis; whether the environmental protection facilities of the disposal enterprise are operating normally, and whether various pollutants are disposed of and discharged in compliance with standards.
During the epidemic, the focus of supervision on medical waste collection, storage, and transfer activities of medical institutions includes: whether the medical waste temporary storage room of medical institutions is designed and constructed as required, whether the "three prevention" measures are complete; medical waste temporary storage room storage Whether the medical waste is stored separately and whether the packaging of medical waste is damaged; whether the medical waste involved in the epidemic has been transferred to a qualified medical waste disposal company for harmless disposal within 24 hours.
Second, strictly enforce the law and conduct inspections of medical waste in accordance with the law.
The medical waste generated during the epidemic should be inspected regularly once a week, and random inspections should be performed. The inspections should be carefully recorded, and the problems found should be reported in time, and relevant legal documents should be issued according to law to urge them to rectify them in place. And in accordance with the "Solid Waste Environmental Pollution Prevention Law" and "Medical Waste Management Administrative Punishment Measures" to give corresponding punishment. For major environmental violations discovered, a case shall be filed for investigation and punishment, and the fine shall be transferred to the public security organ for investigation of the criminal responsibility of the relevant personnel. Through meticulous management, strict law enforcement, and legal means to effectively strengthen the supervision of medical waste during the epidemic, resolutely put an end to the failure of standardized management of the collection, storage, transfer, and harmless disposal of medical waste, which causes secondary infection of the virus The incident happened.
Third, formulate emergency plans to effectively manage medical waste during the epidemic.
During a major acute infectious disease outbreak, the amount of medical waste generated has soared, which may far exceed the original disposal capacity. When formulating an emergency plan, it is recommended to focus on the following aspects: According to the technological characteristics of medical waste, select medical waste disposal backup units, give priority to hazardous waste disposal companies, followed by cement kiln companies and household waste incineration power generation companies. Backup vehicles and temporary storage rooms for medical waste; when choosing medical waste transportation vehicles, use airtight vans that are not easy to spill, and obtain exemptions from the transportation department for the vehicles; when choosing temporary storage rooms for medical waste, insist on preventing scattering , Anti-loss and anti-leakage "three preventions" principle. Reasonably arrange the transportation routes, avoid densely populated areas and drinking water source areas, and choose unobstructed roads and shortcuts for transportation. When a standby unit for medical waste disposal is activated, trial production should be conducted to check whether its various production facilities are operating normally. After the standby unit of medical waste disposal is opened, self-protection of production personnel shall be done to strictly prevent production personnel from being infected. Do a good job in measuring and weighing the in and out of medical waste, accounting records, and sterilization. After the standby unit for medical waste disposal is opened, it must strictly implement the "Technical Specifications for Centralized Disposal of Medical Waste" and the disposal process must not be changed.
